Vic: Man appears in court following train station incident

A man has faced court following an incident at a train station in Melbourne in which
a wheelchair-bound man plunged from a platform onto the tracks.

AARON WADE AUSTIN, 19, of Sunshine, appeared briefly in Melbourne Magistrates' Court
charged with reckless conduct endangering life and recklessly causing serious injury.

A 24-year-old Coburg man was found strapped in his wheelchair on train tracks at Flinders
Street Station last Friday and had to be rescued by onlookers.

He is recovering in hospital.

Magistrate PETER LAURITSEN has remanded AUSTIN in custody to reappear on September 11.

There was no application for bail.

The Municipal Association of Victoria said the changes were long overdue and a "watershed
for planning in Victoria".

"The changes are consistent with the continued empowerment of local government in dealing
with issues affecting their local communities," association president Brad Matheson said.

The increase in maximum penalties for planning breaches sent a strong message to magistrates
that the government considered them serious offences, he said.

"Local government will be closely monitoring the application of these penalties to
ensure they reflect the serious nature of the offence," Mr Matheson said.

CANBERRA, Jan 18 AAP - National Australia Bank (NAB) tonight rejected claims that leaked
documents showed the bank intended charging for all ATM and cheque withdrawals on accounts
under $20,000.

The bank admitted fee changes had been considered but said it had cancelled them due
to possible confusion with the introduction of the GST this year.

QLD: Canegrowers seek exemption from higher wages

BRISBANE, Aug 26 AAP - Sugarcane farmers will seek an exemption from paying up to $12 a
week more to their workers because they say they can't afford it.

Ian Ballantyne, general manager of Canegrowers, which represents Queensland's 6,500
sugarcane farmers, said producers had been hit hard by low world sugar prices and adverse cane
growing conditions in many areas of the state.

Mr Ballantyne said Canegrowers would make a submission to the Full Bench of the Queensland
Industrial Relations Commission (QIRC) next week, citing the growers' "incapacity to pay" the
higher labour costs.

"Canegrowers successfully sought leave from the Commission to argue the case for exemption
on the basis of a dramatic cut in industry income over the last two crop seasons plus bleak
prospects for a turnaround in their financial situation," he said in a statement.

"This year, growers and sugar millers face a drop in combined income which will be in the
vicinity of $60 million compared with two years ago."

Current low world sugar prices were expected to continue next year and beyond, Mr
Ballantyne said.

"The current bleak situation of the sugar industry is in stark contrast with the rest of
the Australian economy, which is enjoying a period of relative prosperity," Mr Ballantyne
said.

"Although the sugar industry continues to have a sound long-term outlook, producers are
currently struggling to remain viable," he said.

On August 19, the QIRC granted a $12 a week increase in all award rates below $510 and a
$10 a week increase in all award rates above $510 a week.

The QIRC granted a temporary exemption for the Division Two Sugar Industry Field Sector
Award from paying the higher wages until the submission was heard on September 1-3.

through their own efforts are healthier than less successful people born into wealth.
Professor MICHAEL MARMOT's study of British Civil Servants shows that health and longevity
increase with an employee's success rather than depending on rich or poor backgrounds.

However, there is a hitch.

Prof MARMOT says while career success appears to determine much of a person's health, the
person's background may determine to a large part the person's career prospects.

FED: New agreement to crack down on paedophiles in Fiji

CANBERRA, Dec 18 AAP - A new agreement signed today between Australia and Fiji will make it
easier for police to crack down on paedophiles exploiting young children in the Pacific
islands.

The memorandum of understanding signed by Foreign Minister Alexander Downer in Suva follows
an earlier agreement with the Philippines which has already led to the arrest of five
Australians.

"The Anti-Paedophilia MOU will further strengthen cooperation between Australia and Fiji
police to combat child sexual abuse and other serious crimes in both countries," Mr Downer
said in a statement.

"It provides for timely cooperation between the relevant authorities on inquiries or
investigations initiated by either side, and exchanges of intelligence.

"Joint cooperation in the fight against child sex crime will discourage those who look
towards the Pacific island countries as a destination in which to conduct paedophile
activities."

Justice Minister Amanda Vanstone said the memorandum would further strengthen efforts to
combat the exploitation of children in the Pacific.

"The Australian Federal Police already work closely with the Fiji police in combating child
sex tourism by Australians," Senator Vanstone said in a statement.

"The agreement will help to reinforce the commitment by both governments to stamping out
such activity."

BRISBANE, Feb 27 AAP - A central Queensland shopping centre that flooded last month
has been attacked by vandals before it had a chance to reopen.
